A belt and bra set (also called a "bedleh" or "bedlah") should be the foundation of your belly dance wardrobe, because it's so versatile. You can create several different costumes by adding different skirts (tight lycra, floaty chiffon, full satin) and harem pants in toning or complementary colours. For your top half you can add boleros or shrugs, long gloves or arm bands.
Beware of sets which are advertised as a "belly dance hip belt and bra" but are actually just a hip scarf and butterfly top. I have adapted butterfly tops for performance, but hip scarves are strictly for amateurs (or perhaps gypsy fusion) - when you graduate to performing, you need a proper hip belt!
